Ankorrah, West Africa. After a long drought and widespread
famine, the US-backed civilian government of Ankorrah
has collapsed, resulting in total anarchy. Violence
and brutality rule the streets. Old scores are being
settled. Ethnic and tribal conflicts have resurfaced,
and genocide threatens the lives of thousands of defenseless
civilians. Dozens of local and regional warlords are
competing for political influence through their private
armies, who roam the streets armed to the teeth, killing
their enemies and terrorizing the civilian population.

| The
most feared and ruthless warlord is known as Gen. Mokulu.
Born and raised in Indonesia, he is believed to have ties
to a worldwide terrorist organization. When the UN sends
in a team of scientists to investigate reports of a biological
weapons stash hidden somewhere in the capital city, Gen.
Mokulu’s’s elite, black-clad troopers kidnap
the scientists to prevent discovery of the biological
weapons. The location of either the scientists or the
biological weapons is unknown.
Due to mounting international pressure, the U.S. sends
in a small contingent of troops to stop the killings,
rescue the UN scientists and to determine whether any
biological weapons exist. The action has been named:
Operation: Restore Order.

As
night falls over the city, a mysterious, unmarked ship
begins unloading its cargo of small arms and ammunition
from a shipping container that had been declared, "farming
equipment." US intelligence agencies are keeping
a close watch on this development.
Angered by what he calls US meddling in its internal
affairs, Gen. Mokulu orders his troops to kidnap the
US ambassador. Local and regional warlords are impressed
by this bold, defiant gesture against the world’s
only superpower. A temporary truce is called among all
of the warring factions, as they pledge to work together
to teach the foreigners a lesson they will never forget.
